==Electoral system==
The House of Representatives had 55 seats, on the basis of one for every 20,000 inhabitants.〔The Statesman's Year-Book, 97th edition, p1211〕 Following the 1952 elections, political parties had been banned, so all candidates contested the election as independents, with political gatherings also prohibited. As a result, voting was based largely on personality, clan ties links and nepotism.〔(Libya: the struggle for survival ) p160〕 30 candidates were elected unopposed.〔
